Medicaid often has punitive fees like that, because a TON of medicaid patients just....blow off appointments.

(Me, I just blow off MAKING the appointments...can't bill me for a missed one, if I didn't have it set up! lol)

And why under my desk? Why always in places that are hard to reach? Is he thinking, "Well she needs to clean under here anyway, seriously, look at all these dust bunnies" before he lets it fly?
