IDK how an unelected technocrat can even be PM without royal approval (via a governor?) and I doubt it will end well. But we are where we are.

Carney is currently Prime Minister-designate. He won't become PM until Trudeau formally resigns, following which Carney will be appointed PM by the Governor General -- they're hoping that will occur this Friday. There must always be a PM, so Trudeau will tender his resignation maybe an hour before Carney is scheduled to be sworn in. Being PM does not require one to also be an MP as it is a Crown appointment. That explains why ministers remain ministers during the writ period, even though they are no longer MPs. Of course he will be expected to seek a seat in the House ASAP, which is why he likely will call an election rather than open a new session of Parliament later this month (Parliament being currently prorogued until March 24).
