Pipes freezing in winter is a real thing here - since ice has a bigger volume than water it will burst the pipes. Any outlets to the outside have a shutoff inside the house so you can close it and empty the pipes when winter comes. In this case the shutoff was also outside the house - or more accurately the inside of the house had retreated past it - so it wasn't good enough.
The concrete is dry, but apparently takes 3-4 weeks to cure before you can put weight on it. So walls will start going up in the new year.
