Some days the co-living experiment goes well. Some days it most definitely does not.

ISP account is in housemate's name. ISP has fucked up their billing and are over-charging us. I have progressed from reminding them to call monthly when the bill comes in, to reminding them every day for three weeks, to today going downstairs once an hour on the hour to shout at them.

I guess following them around with a bullhorn is next.

My thought was: pay your half of what the bill SHOULD be. Let them be responsible for the excess. When the economic hit gets to be too much, maybe they'll act?

Seconding this! My experience is from flat-sharing only, but if the culprit had to pay the difference it always worked. But also try to find out what'd be the least annoying for you in the long run: living with this unresolved situation and possible consequences like the interwebs being shut off or whatever could happen, or transferring everything to yourself, no matter how annoyed you're about the need to do this right now. *more sympathies*

This sounds like the way to go. Anything that doesn't affect your credit or end up with you paying the whole damn thing. Keep all receipts. Different solution: open your own internet with someone else and have two different providers.
