Depends on how it's spiced.

The vodkas produced in the US and in Scandinavia are nearly always clear. You'll find those types of vodka is Russia and Poland as well, but there you also find vodkas with all kinds of spices, and those come in all shades of brown and golden. Some are really, really good.

Yes, it is a clear liquid,...so is pure grain alcohol, only with Everclear you do not get the nasty after taste.

There is no such thing as good vodka, unless someone has mixed it with something good.
